The Institute for Policy Innovation and Leadership (IPIL) of the ²ÝÝ®ÊÓƵ¹ÙÍø-Iligan Institute of Technology (²ÝÝ®ÊÓƵ¹ÙÍø-IIT) is the research center of the Institute on local governance. The Center provides demand-driven training and development interventions to the local government units (LGUs) and assists national government agencies (NGAs) in implementing programs to respond to the demands and challenges of their increased powers, resources, and responsibilities under the Local Government Code of 1991 and other legislations. IPIL represents ²ÝÝ®ÊÓƵ¹ÙÍø-IIT as the identified LRI of the DILG for Lanao del Norte and its director serves as the local government unit focal person of ²ÝÝ®ÊÓƵ¹ÙÍø-IIT on policy and governance matters.
Established in 1997 through a tripartite agreement between the Province of Lanao del Norte, the Department of the Interior and Local Government (DILG) and the Mindanao State University-Iligan Institute of Technology (²ÝÝ®ÊÓƵ¹ÙÍø-IIT), it was formalized under BOR Resolution No. 23, Series of 1999 and was strengthened through BOR Resolution No. 152, Series of 2020. At present, the Center offers training, research, extension, and consulting services, and other capability-building related programs.
Through the years, the Center has partnered with the Province of Lanao del Norte, the Department of Interior and Local Government, and the Local Government of Iligan City, among others. It has implemented various research and extension activities such as, but not limited to, the Citizen Satisfaction Index System or CSIS (2014-2020), DILG Technical Assistance Project for Local Resource Institutes (LRIs) on the Utilization of CSIS Results (2021), as well as training and workshops in different levels of local government in Lanao del Norte and Misamis Oriental. Recently, the Center had engagements with the Municipality of Kolambugan, Lanao del Norte through training and lectures, and conducted the analysis of the capacity development agenda on Devolution Transition Plans of the Province of Lanao del Norte and its 22 component municipalities for the DILG Regional Office 10.
Through strengthening and expanding its current partnerships, and delivering quality research and extension activities, IPIL endeavors to become the hub for local governance studies in Mindanao.
